Oregon Health Plan Helps Rural Communities Stay Housed and Healthy 

Last year, Oregon became the first state in the country to offer rent assistance statewide as a Medicaid benefit. This means that some Oregon Health Plan (OHP) members can get help paying for rent and utilities if they have certain health conditions and meet other requirements. 

This benefit is part of a statewide effort to improve health by meeting basic needs—called health-related social needs (HRSN)—like housing and nutrition. 

Big Impact in Rural Communities

New data from Oregon Health Authority shows how many OHP members in each county have received rent and utility help through HRSN benefits. Because the data is adjusted for population size, we can see where the impact is greatest—even in smaller, more rural counties. 

Counties like Wallowa, Union, Curry, Coos, and Josephine stand out. These areas have some of the highest rates of people receiving housing support. In places with limited housing options and resources, HRSN benefits can be life changing. 

“The availability of the HRSN benefit in Klamath County has stabilized many families and individuals, keeping them off the streets or out of the one available shelter in our community. This benefit, so far, has kept 74 families and children from becoming homeless.” — Klamath and Lake Community Action Services 

Thousands Already Helped

Between November 2024 and June 2025, at least 4,490 OHP members received rent and utility assistance through HRSN benefits. That means: 

  • Thousands of individuals and families stayed in their homes. 
  • More people could focus on their health and get preventive care. 
  • The state saved money by preventing homelessness and reducing emergency care. 

Danielle’s Story: A New Start

Danielle, an OHP member in southern Oregon, was living in an unsafe situation. A counselor connected her with AllCare Health, a coordinated care organization that helps OHP members. AllCare helped her apply for HRSN benefits and she received six months of rent assistance. 

Now, Danielle is seven months sober and focused on her recovery.
