New behavioral health treatment beds open in Marion County

Oregon Health Authority (OHA) celebrates the opening of nine new treatment beds at Sanctuary, LLC, in Turner, Oregon. The facility gives adults a place to live while they receive care for their mental health.

Sanctuary serves people involved in both the criminal justice and mental health systems. It offers treatment in a community setting that may be closer to home. The new beds also help people move from Oregon State Hospital into community care when they are ready.

“OHA is committed to expanding access to behavioral health treatment so more people can get the care they need, where they need it and when they need it,” said Ebony Clarke, Behavioral Health director at OHA.

OHA’s Behavioral Health Investment program has helped open more places for adults to live and receive support in Oregon. This includes 350 new treatment beds in licensed facilities, and 488 new beds and housing units in settings that do not require a license.

OHA provided $239,677 to help fund Sanctuary. This money is part of $65 million approved through House Bill 2059 for the 2025–2027 budget period. The funding supports more places across Oregon where people can live while receiving mental health or substance use treatment.

“Sanctuary was built on the belief that recovery begins with feeling safe, heard, and respected,” said Moses Malibet, director, Sanctuary Agency LLC. “Our commitment is to provide individualized, trauma-informed mental health care that honors each person’s identity, culture, and lived experience. Working alongside OHA and community partners, we want to create a place where belonging is part of care, and every resident has support to pursue a meaningful life.”
