Celebrating the opening of Stratus Village in Yamhill County

Earlier this month, the Oregon Health Authority (OHA), Oregon Housing and Community Services (OHCS), community partners, local leaders, and residents celebrated the opening of Stratus Village, a new 175-unit affordable housing development in McMinnville. 

Stratus Village includes 10 Permanent Supportive Housing units for people with serious and long-term mental illness. These homes offer a safe place to live, along with services that help residents stay healthy and stable. 

OHA Behavioral Health Director Ebony Clarke said that stable housing is a key part of mental health and recovery. She explained that Stratus Village shows what partners can achieve when they work together toward a shared goal of dignity, stability, and wellbeing for everyone. 

OHCS Executive Director Andrea Bell said that everyone in Oregon deserves an affordable and respectful place to live. She said Stratus Village is one example of how the state is expanding housing options so people and communities can thrive. 

Vickie Ybarguen, Executive Director of the Housing Authority of Yamhill County, said she is excited to bring much needed homes to people earning 30 to 60 percent of the area’s median income. She noted that this community will help people build stability and create new opportunities for their future. 

Stratus Village received funding through House Bill 5024 and several OHCS programs, totaling more than $46 million. 

This project is part of Oregon’s broader effort to improve housing stability, reduce homelessness, and support better health across the state. By connecting services with affordable homes, communities like Stratus Village help strengthen the wellbeing of people throughout Oregon.
